Laws require enforcement, which require more organization. As things stand, people can do whatever the hell they want with little to no repercussion, and the so-called guilds only get involved when they're available. There's plenty of strong people here, but with how disorganized they are, enemies just cause chaos and drive them further apart, and no one group takes responsibility for dealing with it. It's a mess.
